I think what they mean (and what we suggest) is consuming the
dregs/residue of the brewed tea. It seperates after brewing and you
have to shake it up and drink all of it, not just the liquid that
rises to the top.

I don't suggest consuming the dry powder without brewing. That's the
premise of essiac "capsules" and they are not effective at all.
