Yes, people may and often do react differently to same substances.
There is also what's called the paradoxical effect.
This is when a certain substance produces the exactly opposite effect than that which it is supposed to produce.
As strange as it may sound, I have seen this with melatonin as well.
This is why I usually recommend people start with a low dose, see how their body react and only then increase gradually.
